Eurosystem proceeds to next phase of digital euro project

The European Central Bank (ECB) digital euro project will move to the “preparation” phase on November 1, 2023, with the completion of the “investigation” phase launched in October 2021. Based on the findings from this phase, a digital euro would be widely accessible, free for basic use and available online and offline. It would offer the highest level of privacy and allow users to settle payments instantly in central bank money. It could be used from person to person, at the point of sale, in e-commerce and in government transactions. The preparation phase will initially last two years, and involve finalizing the digital euro rulebook and selecting providers that could develop a digital euro platform and infrastructure. Digital euro: ensuring the highest data protection and privacy standards

The European Data Protection Board (EDPB) and the European Data Protection Supervisor recommended changes to European Union (EU) draft legislation for a digital euro in order to boost privacy standards. They “strongly recommend” a “privacy threshold” for online transactions so that neither offline nor online low-value transactions are traced for financial integrity purposes. They also question the need for a single access point to verify that the amount of digital euros held by each user does not exceed the maximum amount allowed, arguing that “technical measures allowing for a decentralized storage of these identifiers are feasible, as an alternative”. ECB launches pre-call for wholesale CBDC trial participation

The ECB has launched a survey targeting potential participants in its trials and experiments for central bank money settlement of wholesale financial transactions recorded on distributed ledger technology (DLT) platforms. The plan is to test three settlement solutions, including two that link to existing euro payment systems (from the central banks of Germany and Italy) and one wholesale central bank digital currency (CBDC) developed by the Banque de France. CPMI sets out harmonized ISO 20022 data requirements

The Bank for International Settlements (BIS) Committee on Payments and Market Infrastructures (CPMI) published harmonized ISO 20022 data requirements that establish a consistent minimum set of messaging standards for more efficient processing of cross-border payments. They will facilitate the straight through processing of end-to-end payments, making them faster and more reliable. The CPMI will continue its engagement with payment system operators and financial institutions to foster the implementation of the harmonized data requirements by end-2027. [Read more at the BIS]

Linking fast payment systems across borders

The CPMI published a consultative report on initial considerations on governance and oversight for fast payment system (FPS) interlinking, one of the most promising solutions for enhancing cross-border payments. However, agreeing on workable governance and oversight arrangements can be especially challenging due to the multi-jurisdictional, cross-border and/or cross-currency nature of these arrangements. The interim report describes 10 initial considerations, resulting from a series of workshops with global stakeholders that was undertaken by the CPMI to better understand the sensitivities, complexities and experiences in this area. A tokenized future for the Australian financial system?

Reserve Bank of Australia (RBA) Assistant Governor Brad Jones provided an update on the RBA’s central bank digital currency (CBDC) proof-of-concept work. First, the project highlighted a range of areas where CBDC could add value in wholesale payments, including by facilitating atomic settlement in tokenized asset markets. Second, it highlighted opportunities for a wholesale CBDC to act as a complement to new forms of privately issued digital money, such as tokenized bank deposits and asset-backed stablecoins. Third, further applied research is needed to better understand operational design issues for new forms of ledgers. [Read more at the RBA]

Australia proposes new licensing regime for crypto exchanges

Australia’s Treasury announced plans to introduce a comprehensive licensing regime for crypto exchanges designed to enhance consumer protection, bring clarity to the digital asset sector, and pave the way for the nation to align with global regulatory standards. Under the proposed framework, crypto exchanges operating in Australia will have to obtain an Australian Financial Services license (AFSL) from the Australian Securities and Investments Commission (ASIC). This regulatory measure will be applicable to exchanges that hold more than AUD 1,500 of any single client’s assets or have total assets exceeding AUD 5 million. Retail CBDC and the social costs of liquidity provision

The Centre for Economic Policy Research (CEPR) published an article by Dirk Niepelt that makes a case that a CBDC-based financial system can be a less costly than current two-tier regime that features non-banks that transact with bank deposits, and banks that settle payments with central bank reserves. The slightly lower direct costs of fractional reserve banking are more than offset by its “social” costs such as the fiscal resources and regulation needed to address the former’s inherent frictions and instability. Furthermore, the paper argues that the interest rate on the digital currency should differ from zero and from the rate of interest on reserves. [Read more at the CEPR]

Japanese tokenized deposit network DCJPY to launch mid-2024

In July 2024, DeCurret plans to launch its DCJPY tokenized deposit network of over 100 Japanese institutions and enterprises that have explored proofs of concept (PoCs) for various use cases. DeCurret outlined several consumer oriented use cases, including retail in-store usage, to buy non fungible tokens (NFTs), and consumer carbon credits. All of them have programmable money elements. The DCJPY platform envisages a financial zone where banks issue deposit tokens and the money transfers take place, and separate distributed ledger technology (DLT) business zone networks (e.g., a metaverse zone, an NFT zone and an environmental value zone). Mastercard successfully wraps up RBA CBDC PoC Reserve Bank of Australia

Mastercard has completed a central bank digital currency (CBDC) proof-of-concept (PoC) with the Reserve Bank of Australia (RBA) and the Digital Finance Cooperative Research Centre. (The MasterCard press release calls it a “pilot” but it’s unclear whether live users were involved, a requirement for the “pilot” label.) It tested how authorized parties, who have gone through know-your-customer (KYC) protocols, could hold, use and redeem CBDCs. In addition, the project tested how a holder could purchase an Ethereum-based non-fungible token (NFT) by locking the pilot CBDC and minting an equivalent amount of Ethereum-based wrapped coins. JPMorgan debuts blockchain collateral settlement in BlackRock-Barclays trade

JPMorgan has debuted its in-house blockchain-based tokenization application, the Tokenized Collateral Network (TCN) as it settled its first trade for BlackRock. The TCN, using blockchain technology, allows investors to transfer collateral ownership without moving assets in underlying ledgers. It was used by BlackRock to turn shares in one of its money market funds into digital tokens, which were then transferred to Barclays as collateral for an over-the-counter derivatives trade between the two institutions. Esma assesses market developments in DeFi and smart contracts

The European Securities and Markets Authority (ESMA) published two articles on decentralized finance (DeFi), one on developments and risks in the European Union (EU) market and another on a methodology for the categorization of smart contracts. The article on DeFi warns of serious risks to investor protection, because of the highly speculative nature of many arrangements and important operational and security vulnerabilities. DeFi’s unique features have led to new market manipulation issues that need to be addressed. [Read more at Finextra]

ECB launches technical talks on secure exchange of payer-payee digital euro data

The European Central Bank (ECB) is inviting payments experts to participate in technical talks on options for the secure exchange of payment-related data between payer and payee for digital euro transactions. The talks will center around the latest retail payment market innovations that can ensure the secure exchange of end-user data between payment initiation and payment acceptance devices, and the key considerations for a secure exchange of front-end data for the envisaged digital euro use cases, form factors and core and optional services. Introduction of the Zimbabwe gold-backed digital token (Zig) as a means of payment

The Zimbabwe Gold (ZiG) digital asset backed by a physical gold held in the Reserve Bank of Zimbabwe’s (RBZ’s) reserves officially launched as a payment method. The RBZ first started issuing Mosi-oa-Tunya physical gold-backed tokens in 2022, and the ZiG was introduced in April 2023. The digital tokens can be stored in either e-gold wallets or e-gold cards and are tradeable for peer-to-peer and business transactions. [Read more on the RBZ’s X page]

Central Bank of Nigeria defends eNaira CBDC

The Central Bank of Nigeria (CBN) reasserted its confidence in its central bank digital currency (CBDC), in reaction to claims that an eNaira CBDC would pose a threat to Nigeria’s financial stability. These false claims were based on misinterpretations of papers in a 300-page book published by the CBN in September 2023 that detailed the financial implications of adopting a CBDC. ECB paper on the economics of central bank digital currency

The ECB published a revised version of a paper that provides a structured overview of the literature on the economics of CBDC. It documents the economic forces that shape the rise of digital money and reviews motives for the issuance of CBDC. It then studies the implications for the financial system and discusses a number of policy issues and challenges. While the academic literature broadly echoes policy makers’ concerns about bank disintermediation and financial stability risks, it also provides conditions under which such adverse effects may not materialize. The paper also points to several knowledge gaps that merit further work, including data privacy and the study of end‐user preferences for attributes of digital payment methods. [Read more at SSRN]

EU Digital Identity Wallet Pilot implementation

The European Commission will provide a prototype of a EU Digital Identity Wallet (EUDI) as set out in the proposed European Digital Identity Regulation. The proposal aims to enable European citizens and businesses to share identity data in a secure and convenient way. The prototype wallet serves to trial and inform the specifications developed by Member States, as the common EU Toolbox to implement the EUDI. It will be tested in a number of large scale pilots that cover different sectors and will be made available for re-use by contributors as open source. Meanwhile the Brownstone Institute points to some of the EUDI’s significant ethical and surveillance concerns that should be extensively discussed and debated by the public. ESMA publishes report on the DLT Pilot regime

The European Securities and Markets Authority (ESMA) published its Report on the distributed ledger technology (DLT) pilot regime. It provides guidance on certain technical elements and makes recommendations on compensatory measures on supervisory data to ensure a consistent application by DLT market infrastructures from the start of the regime. The report presents ESMA’s proposed way forward and concludes that there is no need to amend the regulatory technical standards (RTSs) on transparency and data reporting requirements before the DLT pilot starts applying in March 2023. ADB concludes successful CBDC-focused workshop in Bhutan

Last week, I had the privilege of participating in an official week-long mission organized by the Asian Development Bank (ADB) to the Kingdom of Bhutan. The primary objective was to assess the case, including potential benefits, of introducing a central bank digital currency (CBDC) within the Kingdom of Bhutan. The mission featured a series of productive stakeholder meetings, along with insightful workshops with the Royal Monetary Authority of Bhutan (RMA). Canadian securities regulator softens stance on stablecoins

The Canadian Securities Administrators (CSA) indicated that it may allow, subject to terms and conditions, the continued trading of stablecoins or “value-referenced crypto-assets” (VRCAs). The interim framework sets certain standards to help ensure that investors receive the information they need about the assets they are purchasing, including the risks associated with them. Such information includes the composition and adequacy of reserves and their governance. [Read more at the CSA]

Bank of Canada: Central banks will face unfamiliar challenges to achieve CBDC inclusivity

The Bank of Canada published a paper that explores quantitative and qualitative information about Canadians who face barriers to making digital payments, and implications for a potential central bank digital currency (CBDC). It identified three types of inclusion necessary for a universally accessible payment method: financial inclusion, digital inclusion and practical accessibility. The challenge is in the delivery of services rather than product design, and private financial institutions may not be incentivized to address the needs of those who are underserved. However, overcoming those challenges will require central banks to face problems that would otherwise be considered far from their scope of interest. [Read more at the Bank of Canada]

Project Mandala: shaping the future of cross-border payments compliance

The Bank for International Settlements (BIS) and the central banks of Australia, Korea, Malaysia and Singapore launched Project Mandala, which explores the feasibility of encoding policy and regulatory requirements into a common protocol for cross-border use cases such as foreign direct investment, borrowing and payments. It aims to ease the policy and regulatory compliance burden by automating compliance procedures, providing real-time transaction monitoring and increasing transparency and visibility around country-specific policies. Hong Kong Stock Exchange launches settlement platform powered by smart contracts

Hong Kong Exchanges and Clearing Limited (HKEX) is launching “Synapse,” a platform that will utilize smart contracts to streamline post-trade flows and enhance operational efficiencies. It will be deployed on Stock Connect, an HKEX channel that enables international investors to access more than 1,000 mainland Chinese stocks through routing in Hong Kong. HKEX will be linked to Hong Kong’s Depository Trust and Clearing Corporation through its Institutional Trade Processing service, allowing for the central matching of cross-border transactions. Settlement instructions are then automatically generated and sent back to the Synapse platform, thus enhancing the trade confirmation workflow. [Read more at Coin Telegraph]

Project Atlas: mapping the world of decentralized finance

The BIS Innovation Hub, De Nederlandsche Bank and the Deutsche Bundesbank jointly launched Project Atlas, which creates a data platform that sheds light on the macroeconomic relevance of crypto-asset markets and decentralized finance (DeFi). A first proof of concept of Project Atlas was developed focusing on international flows of crypto-assets. The initial findings indicate that, although relatively small compared with total on-chain network traffic, identified flows between crypto exchanges are significant and substantial economically. Attributing geographical areas to exchanges (where possible) lays out the structure of cross-border flows. Thus, Project Atlas provides a starting point for structural analysis across jurisdictions. Bank of Korea to start CBDC infrastructure pilot

The Bank of Korea (BOK) is launching a CBDC pilot that will include private banks and public institutions, while the Bank for International Settlements (BIS) providing technical support. It will assess the viability of a future monetary system grounded on wholesale CBDCs, with key motivations to include testing wholesale CBDC as a settlement asset for commercial bank tokenized deposits, and exploring the BIS Unified Ledger concept. Banks will issue payment instruments in the form of tokenized deposits – that will be accessible to the general public – within the “CBDC network” established by the BOK, using distributed ledger technology (DLT), and managed by the BOK, Financial Services Commission, and the Financial Supervisory Service. Bank of Ghana announces the launch of an eCedi hackathon

Bank of Ghana (BoG) in collaboration with EMTECH has launched an eCedi hackathon, to provide opportunities for Fintechs, developers and innovators to design innovative solutions that explore various use cases of a CBDC. The event is set to run for 12 weeks, during which innovators will brainstorm to come up with solutions to address financial inclusion challenges in Ghana. The proposed innovations are expected to leverage eCedi tokens and APIs to prototype solutions or develop tools that address various use cases. [Read more at the BoG]

SEC’s motion to appeal loss in Ripple case Is denied

District Judge Analisa Torres has rejected the U.S. Securities and Exchange Commission’s (SEC’s) bid to appeal its loss against Ripple. The judge had previously ruled in July that while Ripple violated federal securities laws in selling XRP to institutional investors directly, it had not done so by making XRP available to retail customers through programmatic sales to exchanges. Torres said that the SEC’s appeal had failed to meet its burden under the law to show that there were controlling questions of law or that there are substantial grounds for differences of opinion. The judge set an April 2024 trial date for other issues that still need resolution. [Read more at Coindesk]
