Banks concerned USDC stablecoin will become ‘backdoor CBDC’ with BlackRock help

The US-based Bank Policy Institute (BPI) is raising concerns that a sizeable proportion of Circle’s USDC stablecoin reserves could be parked at the Federal Reserve, despite Circle not having a central bank account. Since November, BlackRock has been managing about two-thirds of the reserve assets in a bespoke money market fund, the Circle Reserve Fund (CRF) , which invests mostly in U.S. short-dated Treasuries. The BPI claims that Blackrock has applied for the fund to access the Fed’s overnight reverse repo (ON RRP) facility, which provides money funds and government-sponsored enterprises a standing option to invest overnight with the Fed at a fixed rate, currently 4.3%. This involves the fund buying Treasuries from the Fed, which are resold to the Fed at a future date at a slightly higher price. The net effect of the cash flows, with the transfer of money to the Fed, is not dissimilar to depositing the USDC reserve cash at the Federal Reserve. The use of the ON RRP by the CRF could effectively transform USDC into a “backdoor” synthetic central bank digital currency (CBDC) if all of the assets are parked there. [Read more at the BPI]

However, Ledger Insights points out there are some frictions and applications to the application process that might trip up BlackRock’s purported ON RRP application on behalf of the CRF. First off, applicants must have been operating for at least one year, and the CRF was launched in November 2022 so the earliest it could apply would be in November 2023. Also, the application form asks about the proportion of shareholders in high risk sectors from an anti-money laundering (AML) perspective. Given Circle is the sole shareholder and its involvement in the cryptocurrency and DeFi sectors, that would be 100%. Nevertheless, the BPI fears that if and when the CRF gets Fed ON RRP access, USDC would become equivalent to an account at the Fed and a “breathtaking example of regulatory arbitrage… and introduce the potential for systemic contagion from the crypto markets into the traditional financial system.” However, IMF and New York Fed staff have written rather positively about the possibility of stablecoins backed directly by central bank deposits, although the Fed has been reluctant to give Master Account access to non-depository institutions, and even banks, like Wyoming-chartered Custodia Bank.

Silvergate sold assets at loss and cut staff to cover $8.1B in withdrawals

US-based crypto-focused Silvergate Bank, has cut 40% of its total staff or about 200 employees and written off the $196 million related to its acquisition of the technology and assets of Diem Association from Meta, parking its plans to launch a blockchain-based payment platform. The bank was hit with outflows of around $8.1 billion in digital asset deposits during the fourth quarter’s FTX debacle, which required the sale of $5.2 billion of debt securities at a loss of $718 million. However, Silvergate’s Exchange Network Platform continued to operate with an average daily trade volume of $1.3 billion in the fourth quarter of 2022, rising from $1.2 billion in the previous quarter. Saudi Central Bank Launches Open Banking Lab

The Saudi Central Bank (SAMA) launched its Open Banking Lab to provide banks and fintechs with a technical testing environment to enable them to develop, test, and certify their open banking services to ensure compatibility with the Open Banking Framework. The Open Banking Framework includes a comprehensive set of legislation, regulatory guidelines and technical standards based on international best practices to enable banks and fintechs to provide open banking services in the Kingdom. US agencies issue joint statement on crypto-asset risks to banking organizations

US federal bank regulatory agencies issued a statement highlighting key risks for banking organizations associated with crypto-assets and the crypto-asset sector and describing the agencies’ approaches to supervision in this area. Banking organizations are neither prohibited nor discouraged from providing banking services to customers of any specific class or type, as permitted by law or regulation. However, the agencies believe that issuing or holding as principal crypto-assets that are issued, stored, or transferred on an open, public, and/or decentralized network, or similar system is highly likely to be inconsistent with safe and sound banking practices. Further, the agencies have significant safety and soundness concerns with business models that are concentrated in crypto-asset-related activities or have concentrated exposures to the crypto-asset sector.[Read more at the Federal Reserve Board]

Coinbase reaches $100 million settlement with New York regulator over compliance programs

The New York Department of Financial Services (NYDFS) reached a $100 million settlement with Coinbase over issues regarding the company’s compliance programs. Coinbase will be required to pay $50 million as a penalty and invest an additional $50 million to bolster its abilities to comply with financial regulations. The department said it found “significant failures” in Coinbase’s compliance program that violated virtual currency regulations regarding, know-your-customer (KYC) due diligence, transaction monitoring, and suspicious activity reporting. Breaking RSA with a Quantum Computer

A group of Chinese researchers have published a paper claiming that they can—although they have not yet done so—break 2048-bit RSA. Bruce Schneier says this is something to take seriously – it might not be correct, but it’s not obviously wrong. One of the issues with the algorithm is that it relies on a recent factoring paper by Peter Schnorr. It’s a controversial paper; and despite the “this destroys the RSA cryptosystem” claim in the abstract, it does nothing of the sort. Schnorr’s algorithm works well with smaller moduli—around the same order as ones the Chinese group has tested—but falls apart at larger sizes. At this point, nobody understands why. If that’s true, the techniques in this Chinese paper won’t scale either. [Read more at Schneier Security]

Sveriges Riksbank published an article by Governor Stefan Ingves and his colleagues arguing that the central bank should issue a retail central bank digital currency (#CBDC) within the next few years. They say that an e-krona is necessary to ensure that money issued by the state is still to be widely available to the public, and that future payment systems work well in a global digital world. The ECB/Eurosystem is inviting payments/finance experts to express their interest in contributing to the drafting of a rulebook for a digital euro scheme. The bill on the digital ruble was submitted to the Russian parliament

A draft law dedicated to the digital ruble has reportedly been filed in the State Duma, the lower house of the Russian parliament. The law introduces rules to determine how the new form of national decree will be issued and amends a series of legal acts to facilitate its implementation. The “Currency Regulation and Currency Control” law will be amended to secure the digital ruble’s legal tender status, and changes to the federal law on “Personal Data” will allow the central bank to tap into personal information without asking for consent. Türkiye to use blockchain-based digital identity for online public services

Türkiye plans to use blockchain technology for online public services logins. e-Devlet, Türkiye’s digital government portal used to access a wide range of public services, will use a blockchain-based digital identity to verify Turkish citizens during login. [Read more at Coin Telegraph]
